Preheat oven to 400°.
In a large bowl, using an electric mixer on low speed, beat flour, baking powder, salt, and ¾ cup butter, working your way up to medium speed, until a dough forms with pea-sized lumps.
Slowly stream in milk and beat on low speed until just combined.
Fold in cheese and 2 teaspoons garlic powder.
Using a spoon, place 2" blobs of dough onto a parchment-lined baking sheet.
Bake biscuits until lightly golden, 18 to 20 minutes.
Meanwhile, in a small heatproof bowl, microwave ½ cup butter in 20-second increments, stirring between each, until melted, about 1 minute total.
Stir in parsley and remaining 1 teaspoon garlic powder.
Brush butter mixture on top of each biscuit while still warm.
