In a large bowl combine cream cheese, milk, sugar, garlic powder, paprika, and black pepper. Using a whisk combine everything until a smooth paste forms.
Place all of the filling into a piping bag or ziplock bag.
Make the butter mixture by melting butter then combining it with salt, paprika, cayenne, minced garlic, 1 large egg, garlic powder, and parsley. Mix well and set aside.
To prep the rolls, using a serrated knife, cut down the middle of each row of rolls about half way down. Make a cross down the middle of each individual roll.
Trim the tip of the filled piping bag, about 1 inch. Fill each cut row with the cream cheese filling. Repeat on opposite rows. Lift the rows from underneath to help separate the cuts and ease to fill.
Brush on the garlic butter mixture using a dabbing motion to not move the cream cheese filling too much.
Bake in the oven at 400F for 15 mins or until the rolls are light golden. Serve warm or room temperature.
