Cook ground beef and onion in a large skillet over medium heat until browned (about 6–8 minutes). Drain excess fat.
Stir in diced bell peppers and garlic; sauté for 3–4 minutes until slightly softened.
Stir in diced tomatoes, tomato sauce, Italian seasoning, paprika, salt, and pepper. Simmer for 5 minutes.
Mix in cooked rice and 1 cup of shredded cheese. Stir to combine fully.
Transfer mixture to prepared dish, top with remaining cheese, and bake uncovered for 15–20 minutes until bubbly and golden.
Serve hot, garnished with fresh parsley if desired.
