  1. Brown the ground beef in a large skillet over medium heat. Drain off any excess grease.

  2. Add the onion and bell pepper to the skillet and cook until softened.

  3. Stir in the chili powder, cumin, garlic powder, and salt. Pour in the water and bring to a simmer.

  4. In a 9x13 inch baking dish, layer the cauliflower rice, ground beef mixture, and shredded cheese.

  5. Cover the dish with aluminum foil and bake in a preheated oven at 350°F (175°C) for 20 minutes.

  6. Remove the foil and top with salsa, sour cream, and green onions. Bake for an additional 5-10 minutes, or until the cheese is melted and bubbly.
