Melt 3-½ cups of chocolate chips in a microwave-safe mixing bowl.
Add Cool Whip to the melted chocolate and blend together.
Press the chocolate mixture into an 8x8-inch square pan and freeze for 30 minutes.
Slice the chilled candy into pieces and freeze for another 30 minutes.
Melt the remaining chocolate chips and shortening, then coat each candy piece in the melted chocolate.
Chill the coated candy until firm, about an hour, then transfer to an airtight container.
