In a large mixing bowl - add all the ingredients: the chili flakes, vegetable oil, sesame seeds, toasted sesame oil, soy sauce/tamari, onion powder, fresh chopped garlic, and honey.
With a wooden spoon, stir well to combine all ingredients together. Mix well.
