Brown the beef: In a deep skillet or pot, cook ground beef over medium-high heat with 1 tsp garlic powder, 1 tsp onion powder, 1 tsp paprika, ½ tsp salt, and ½ tsp black pepper. Break it into small pieces and cook for 5 minutes.
Sauté the aromatics: Add onion, garlic, butter, sun-dried tomatoes, oil from the tomatoes, and tomato paste. Cook for 5 minutes until fragrant.
Cook the pasta: Stir in pasta, beef broth, milk, 1 tsp garlic powder, 1 tsp onion powder, 1 tsp Italian seasoning, and 1 ½ tsp salt. Spread pasta evenly in the pot. Bring to a simmer, cover, and cook for 10-12 minutes on medium-low heat (stir at 10 minutes and check for doneness).
Finish & serve: Stir in spinach until wilted. Remove from heat and mix in Parmesan cheese. Serve and enjoy!
