Mix dry ingredients (flour, baking powder, and salt) together
Add butter and cut it into the flour until it resembles wet sand with tiny butter pieces
Add hot water and mix until a dough forms
Sprinkle flour on counter and gently knead the dough for a few minutes, adding flour as needed until it's no longer sticky
Portion dough into golf ball-sized pieces (about 60 grams each)
Roll each piece into a ball by cupping hands and moving in circular motions
Toss balls in flour and let rest on counter for 15-20 minutes
Preheat cast iron skillet or non-stick pan to medium-high heat
Roll out each tortilla to 9-10 inches in diameter by smashing slightly and rolling back and forth, rotating a quarter turn each time
Place tortilla directly into hot skillet and cook for 30-45 seconds until bubbles form
Flip tortilla and cook for another 30-45 seconds on the other side
Transfer to kitchen towel to keep warm and serve
