In a large pot over medium heat, add oil and let heat up
Add celery, carrots, green pepper, and onions, cooking until soft
Add seasonings, corn, and minced garlic and let cook until fragrant before adding butter
Once butter is melted, mix in flour until coating everything and let cook a couple minutes to remove flour taste
Add milk and chicken stock, stirring frequently until it comes to a boil
If you added potatoes, check to see if they are fork tender
Once at a boil, fold in bacon and Velveeta, stirring until smooth
Taste and season to your liking
Serve hot with optional toppings like crackers, sour cream, green onions, or additional bacon
