In a large skillet, melt butter over medium heat. Add minced garlic and saute for about 30 seconds.
Add flour to the skillet, whisk until smooth, and cook for 1 additional minute.
Slowly whisk in broth then add salt. Bring mixture to a gentle simmer and add frozen tortellini (do not thaw ahead of time).
Stirring often, continue cooking until tortellini are heated through, about 8-10 minutes.
Remove from heat and stir in capers, lemon zest, and juice. Garnish with parsley and parmesan cheese.
