Preheat your oven to 375°F (190°C). Line a baking sheet with parchment paper.
In a skillet over medium heat, heat olive oil. Add diced green peppers and onions, sauté until softened, about 5–6 minutes.
Add the ground beef to the skillet. Cook until browned, breaking it up as it cooks. Drain excess grease if necessary.
Season the beef mixture with garlic powder, onion powder, smoked paprika, salt, and black pepper. Stir well to combine. Remove from heat and let cool slightly.
On the prepared baking sheet, create 6 equal rectangles of shredded mozzarella cheese, spacing them out. Bake for 5–7 minutes or until the cheese has melted and edges are golden brown.
Let the cheese cool for 1–2 minutes until it's pliable but not hardened. Spoon the beef mixture evenly onto each cheese rectangle and gently roll them up.
Optional: sprinkle with shredded provolone or Monterey Jack on top and place under the broiler for 1–2 minutes for an extra golden finish.
Garnish with chopped parsley and serve warm.
