Cook jasmine rice with 1 cup water
Brown the ground beef in a pan
Add fresh cracked pepper and red pepper flakes to the beef
Mix soy sauce, brown sugar, minced garlic, water, and cornstarch to make the sauce
Pour sauce over the cooked beef and simmer until thickened
Fry an egg
Assemble the bowl with cooked rice, garlic pepper beef, fried egg on top
Garnish with sliced green onion and sesame seeds
