Mix warm milk, yeast, and 1 tsp sugar. Let sit 5–10 min until foamy.
Mix flour, salt, and sugar. Add eggs, vanilla, and yeast mixture. Knead in butter until smooth (8–10 min). Cover and rise 1–1½ hrs.
Melt butter in a pan. Whisk in brown sugar, cinnamon, spices, and honey. Add cream, vanilla, and salt. Simmer 1–2 min until glossy. Pour into baking dish.
Roll dough into a 12×18 rectangle. Spread filling (butter, brown sugar, cinnamon mix). Roll tight and slice into 12 rolls.
Place rolls in dish over the caramel sauce. Drizzle a little heavy cream between rolls. Cover and rise 30–45 min.
Bake at 350°F for 25–30 min until golden.
Beat frosting ingredients until smooth and spread over warm rolls.
