Preheat a frying pan over medium heat.
In a bowl, combine ground beef with soy sauce, sesame oil, gochujang, honey, garlic & ginger purée, chili flakes, salt & pepper, brown sugar, panko, spring onion, rice wine vinegar, and egg. Mix with your hands until combined.
Roll mixture into small meatballs.
Cook meatballs in the hot pan until browned and fully cooked through. Remove from the pan.
Make the sauce in the same pan: add soy sauce, honey, and brown sugar, and stir until thickened.
Toss the meatballs back in the sauce to coat.
Serve over sticky rice and top with cabbage, grated carrot, grated cucumber, chili, spring onion, crushed peanuts, sesame seeds, and black onion seeds.
