Mix hot milk and melted butter
Add sugar and mix well
When batter is slightly cooled, add egg and mix well
Combine low protein flour + cocoa powder + baking powder
Sieve the flour mixture to the batter and fold evenly
Add chocolate chips
Pipe in paper cup, fill up to approx 80%
Bake at 180C for 20-25mins (timing depending on muffin cup size)
