Preheat oven to 360°F (182°C).
Grease an 11-inch flan pan.
Put flour, sugar(s), baking powder, and eggs in a large bowl and mix with an electric mixer till light and fluffy, about 3 to 5 minutes.
Gently pour batter into the prepared tin.
Bake for 18 to 20 minutes or until golden brown.
Let cool on rack for about 5 minutes.
Turn out onto wire rack and let cool completely before filling.
