In a deep pan add some oil, beef and set aside.
Add onion and cook to a translucent yellow in the juices coming from the beef.
Add garlic and mix.
Add the 7 spices, nutmeg, salt, tomato paste and juice, then water and let it simmer.
Cook the pasta in salted water for 10 minutes.
As for the béchamel, on medium heat, melt butter in a pot, add flour and mix well.
Gradually add milk as you stir the mix.
Add nutmeg, pepper and salt.
In a baking pot, spread some béchamel in the base, then add half the portion of the pasta, add the beef with some béchamel on top, the other portion of pasta, then drench it all with the rest of the béchamel.
Pop it in the oven for 20 minutes, then goes under the oven's grill for 7:15 minutes.
