Preheat oven to 180ºC (350° F).
In a stand mixer with a whisk, mix the cocoa, sugars, and butter.
Beat in eggs one at a time and then vanilla.
Whisk together the flour, baking powder, and salt; then stir into the cocoa mixture.
Scoop out dough balls and roll in granulated sugar and the icing sugar.
Place on a baking tray and bake for 10 to 12 minutes.
