Cook the beans if using dried beans.
Brown the beef in the pressure cooker.
Sauté the onions until golden, then add minced garlic and spices.
Mix in tomato paste and sauté for a minute.
Add beef, crushed canned tomatoes, coffee, chocolate, fish sauce, and bay leaf.
Seal the cooker and cook at high pressure for 20 minutes (ground beef) or 35 minutes (chunky beef).
Quick-release the pressure, stir, and adjust seasoning.
Add beans and let them cook for a few minutes.
