Boil penne according to package directions. Drain and set aside.
Season steak with salt, pepper, smoked paprika, and chili flakes. Heat olive oil in a skillet over medium-high heat. Sear 1–2 minutes per side until browned. Remove and set aside.
In the same skillet, melt butter. Stir in garlic, Dijon mustard, lemon juice, and parsley. Toss steak bites back in and coat well. Remove steak to a plate, leaving butter in the pan.
To the cowboy butter base, add heavy cream, chicken broth, Parmesan, and Italian seasoning. Simmer 2–3 minutes until creamy.
Toss penne into the sauce. Plate pasta, then top with cowboy butter steak bites. Garnish with parsley and extra Parmesan.
