Preheat oven to 375°F. Grease a 9×13-inch casserole dish.
In a skillet, heat olive oil over medium heat. Add diced onion and cook 3 minutes.
Add garlic; cook 30 seconds. Stir in ground beef and cook until browned. Season with salt, pepper, and paprika.
Add chopped cabbage. Cook 6–8 minutes until softened.
Pour in heavy cream and cheddar cheese. Stir until melted and creamy.
Transfer mixture to casserole dish and spread evenly. Top with Parmesan cheese.
Bake 20–25 minutes, until bubbly and golden brown.
Let cool slightly before serving.
