Wash and thoroughly dry the broccoli, then cut the florets off the stems, leaving as little stem as possible— broccoli pieces as small as possible. Transfer it to a large bowl.
Add the dressing ingredients to a blender and blend until smooth. Pour the dressing on top of the broccoli and toss to coat very well.
Sauté olive oil and garlic over low heat, about one minute. Add panko and Wonderful Seedless Lemons zest, continuing to stir for another 1-2 minutes until the breadcrumbs are golden - watch so they don't burn. Add a pinch of salt and remove from heat.
Add the freshly grated parm on top of the broccoli mound, followed by the breadcrumbs.
