Season short ribs with salt and pepper
Heat oil in a skillet and sear short ribs until golden on all sides (do not cook all the way through)
In a bowl, combine brown sugar, soy sauce, chopped garlic, ginger cubes, hoisin sauce, rice wine vinegar, honey, and chili flakes to make the sauce
Transfer seared short ribs to crockpot
Pour sauce over the short ribs
Cook on low heat for six hours
Serve over rice and top with sliced green onions
