Preheat oven to 450°F, grease a baking dish
Place potatoes in microwave safe dish, microwave on high until softened (about 5 minutes).
Whisk oil and vinegar in a mixing bowl. Whisk in paprika and salt, then stir in green onions and jalapeño.
Stir in cooked potatoes until coated, slide sea bass fillets into bowl, turning several times to coat in vinaigrette. Transfer fish to plate.
Transfer potatoes to a prepped baking dish, then nestle fish on top. Sprinkle with pinch of salt and paprika, and then drizzle with oil.
Bake in oven until fish flakes easily with a fork (about 15 minutes).
Serve.
