Boil potatoes until almost fork tender in salted water.
Heat a large pan to medium-high heat and add the ground beef. Cook the beef until it is well browned. Break up the meat with a wooden spoon or meat masher.
Add the onions, butter, paprika, onion and garlic powder, and salt and pepper. Cook until browned, while pressing down with a spatula to brown the hash.
Taste test and adjust salt and pepper as needed. Add the green onions, mix through, and serve immediately.
