Dice your garlic and green onions
Thaw, pat dry, then dice your frozen shrimp
In a bowl, combine your diced shrimp, green onions, garlic, sesame oil, cornstarch, salt, and white pepper and mix well
Wet your rice paper in water and place 1 of 5 equal portions of your shrimp mix on top (do not over wet as this will make them soggy and prone to breaking and sticking when grilling later)
Roll the rice paper into a thin log, fold the sides, and fold it into a spiral
On a non-stick pan coated with spray oil on medium low heat, place your scallion pancakes and let them cook until golden brown and crispy on each side
In a bowl, combine soy sauce, chili oil, sesame oil, and sesame seeds and mix. Dip you scallion pancakes in this sauce and enjoy!
