Preheat oven to 400 degrees. Line a baking sheet with foil or parchment paper.
Coat a baking rack with cooking spray and place on the baking sheet.
Dry chicken wings with paper towels.
In a medium bowl, combine baking powder, salt, paprika and garlic powder. Add chicken wings to bowl and toss to coat evenly. Shake off each wing and place on the baking rack.
Bake 30 minutes, then turn and bake until golden and crispy, about 10-15 minutes longer. Serve warm.
