Heat oil in a pot and brown the beef on all sides. Remove and set aside.
In the same pot, sauté onion and garlic until soft. Add tomato paste and paprika.
Return beef to the pot, sprinkle with flour, then add broth. Simmer for 1 hour.
Stir in heavy cream, simmer for another 10 minutes.
Season, garnish with parsley, and serve with spaetzle or potatoes.
