Preheat oven to 425*
In a small bowl, mix anchovies, capers, breadcrumbs, garlic, Tabasco, parsley, rosemary, salt and pepper, with just enough oil to make a paste.
Cover exposed ribs with foil to prevent charring and then cover meat side of rack with paste.
Place rack in a baking pan and roast for 45 minutes.
Remove pan from oven and pour honey over the rack. Turn on broiler and return pan to oven for a final 2 or 3 minutes.
