  1. In a large bowl, whisk together the yogurt, Parm, capers, Dijon, Worcestershire, garlic, lemon zest and juice, and a heavy pinch of salt and pepper.

  2. Add the scallions, celery, cucumber, fennel, and cabbage, then toss until well coated.

  3. Taste and adjust seasoning with salt and pepper, then serve.
