In a bowl, add the beef mince, chopped bell pepper, onion, garlic, parsley, and all seasonings. Mix thoroughly.
Cut off the ends off the tortillas to make them square.
Spread a thin layer of the beef mixture onto each tortilla and stack them on top of each other.
Carefully slice each tortilla into 4 columns, then turn them onto their sides and insert kebab skewers.
Add 10ml chilli oil to a pan, then sear each side for 1-2 mins.
