Mix dough: Pour flour and water into a mixing bowl. Knead the dough until smooth and let it proof for 20-30 minutes.
Make filling: Dice shrimp, mix with other filling ingredients, cover and set aside in the fridge.
Make wrappers: Roll the dough into cylinders, flatten into wrappers of desired thickness, and cover with plastic wrap.
Fold and seal dumplings: Place spoonful of meat in the center of each wrapper, pleat around the meat and seal the dumpling.
Cook dumplings and serve: Steam-fry or steam the dumplings until cooked through. Garnish with scallions or fresh herbs.
