Heat the oil in a medium size skillet or pot that has a lid.
Add the rice and stir to coat in the oil. Cook until the rice is just beginning to toast, it should have a brighter white appearance.
Pour in the broth, then stir in the salt. Bring this mixture to a simmer. Cover with the lid and let this cook for 20 minutes.
Remove the rice from the heat, keeping the lid on and allow to sit for at least 10 minutes.
Remove the lid, fluff the rice up and then stir in the fresh lime zest, juice and chopped cilantro.
Heat a medium size skillet over medium heat, add the ground beef. Break up the beef with a wooden spoon while cooking. Cook the ground beef until browned and no longer pink.
Drain any excess grease from the skillet. Then return to the stove and reduce the heat to low.
Add the tomato paste, apple cider vinegar, and spices. Stir to combine all together and allow to cook for an additional 2-3 minutes. Squeeze the lime juice over the meat.
Layer the rice, meat, beans and add any toppings that you prefer to make your bowl.
