Preheat oven to 350°F. Grease an 8-inch square pan.
Melt the butter, then stir in sugar, eggs, and vanilla.
Mix in cocoa, flour, salt, and baking powder until just combined. Spread into pan.
Bake 25 minutes (perfect every time). Don't overbake.
For frosting: whisk melted butter, cocoa, honey, vanilla, water and powdered sugar until smooth.
