Peel and poach the shrimp. Remove and set aside to cool.
Mix the chili oil, soy sauce, sugar, rice vinegar, and garlic together. Set aside.
Quickly wet one sheet of rice paper. Don't soak it in water!! It will soften on its own. Arrange the shrimp on the rice paper with some space between each shrimp. Quickly wet another sheet of rice paper and place it on top. Let it soften. Once softened, mold the dumplings by sticking the rice paper sheets together around each shrimp.
Cut each dumpling out. Toss and mix one by one into the bowl of sauce so they don't stick together.
Top with green onions and cucumbers. Enjoy!!
