Finely mince garlic
Make small slits around the bone of the skin-on chicken thighs until you can remove the bone
Pat the chicken dry and season with salt, black pepper, and garlic powder on both sides
Combine the garlic, honey, water, rice vinegar, soy sauce, and sesame oil
On medium heat, add oil and place the chicken skin-side down to fry until golden and cooked through
Reduce heat to low-medium, pour in the sauce, and let it thicken
Toss the chicken in the sauce
Garnish with green onions
Slice the chicken
