In a large pan, add tomatoes, red peppers, onion, and garlic. Drizzle with olive oil and season with salt and pepper. Sauté until soft and lightly caramelized
Add tomato sauce, chicken broth, oregano, and cayenne (if using). Simmer uncovered for 20–30 minutes, until vegetables are very soft and flavors deepen
Carefully blend the sauce until smooth
In the same pot, brown the ground beef over medium heat. Drain excess fat, then return beef to the pot. Season lightly with salt and pepper
Add the blended tomato mixture back to the beef. Stir in the heavy cream and chopped parsley. Simmer gently for 10-15 minutes. Taste and adjust seasoning
Toss with cooked pasta. Finish with grated Parmesan and fresh chopped basil
