Add the quinoa and water to a medium size saucepan over medium-high heat and bring to a boil.
Reduce the heat to medium-low and simmer, uncovered and stirring occasionally, for about 20 minutes.
Take the pan off the heat and cover with a tight fitting lid then set aside for about 10 minutes while you cook the beef.
In a small bowl mix together the soy sauce, rice vinegar, sesame oil, ginger, garlic, and crushed red pepper the set aside.
Heat a large wok or skillet over medium-high heat.
Add the ground beef to the wok and cook, breaking up the beef as it cooks, until well browned, about 7 minutes.
Pour the sauce into the pan and continue to cook, stirring often, for about 2 minutes.
FLuff the quinoa with a fork then serve in bowls topped with ground beef, green onion, and sesame seeds.
