In a large bowl, combine meat, onion, celery, tomato sauce, tomato paste, salt and pepper. Mix thoroughly.
In a separate bowl, combine the eggs and canned milk. Add Worcestershire sauce, stir well to combine.
Pour this mixture into the meatloaf mixture and mix thoroughly. Add bread crumbs to make the mixture stick together.
In a separate bowl, combine the ingredients for the glaze and stir until well combined.
Mold the meat into 2 loaf pans or 1 similar deep dish casserole dish. pour the glaze on the top of the meatloaf. Cover with aluminum foil and bake at 350F for about 1 ½ hours.
After the meatloaf bakes for 1 hour, remove it from the oven, drain some of the liquid from the pan and put it back into the oven, uncovered, and finish baking.
This can even be baked in muffin tins. Split the meat into equal portions and put them in your muffin tin and bake for @ 350F 40 to 45 minutes. Makes 14 - 16 'muffin' meatloaves.
