In a pan over medium heat, toast the jasmine rice until lightly browned, about 3-5 minutes.
Transfer toasted rice to a mortar and pestle and grind to a rough powder.
Drain the Oceans Skipjack Flaked Light Tuna and add it to a bowl.
Add the scallion, cilantro, mint, and shallots to the tuna.
Season with fish sauce, lime juice, palm sugar, chili flakes, and toasted rice powder.
Adjust seasoning to taste.
Serve with extra cilantro, lime wedges, and sticky rice.
