Mix 1 cup rice flour, 1 ¼ cup tapioca starch, and 1 cup boiling water until warm enough to knead by hand for about 10 minutes or use a mixer on medium for 10 minutes.
Divide the dough into 4 pieces, roll out, and cut into strips to make the rice noodles.
Boil the noodles in a separate pot and add them to the soup with the chicken.
Make the soup by boiling chicken thighs or 1 whole small chicken with ginger, garlic, onions, salt, black pepper, fish sauce, and chicken bouillon powder.
Top the soup with scallions, cilantro, lime, chili oil, soy sauce, oyster sauce, fried garlic, and fried shallots.
