In a large bowl, whisk together the heavy cream, whole milk, sugar, and mint extract until the sugar is dissolved.
Chill the mixture in the refrigerator for at least 2 hours.
Pour the chilled mixture into an ice cream maker and churn according to the manufacturer’s instructions, usually about 20-25 minutes.
During the last few minutes of churning, add the chocolate chips.
Transfer the churned ice cream to an airtight container and freeze for at least 2 hours before serving.
