Roast garlic at 400F for 35-40 minutes until soft and caramelized. Squeeze out cloves and cool.
Cook shells 1-2 minutes shy of al dente. Drain and lay flat.
Mix ricotta, 1 cup mozzarella, Parmesan, egg, parsley, salt, pepper and roasted garlic paste until fully combined.
Melt butter over medium low heat and cook fresh garlic 1-2 minutes. Whisk in heavy cream and red pepper flakes and simmer 2 minutes. Add Parmesan and stir until smooth.
Reduce oven to 375F. Pour ⅓ of sauce into a 9x13 dish. Stuff shells and arrange in dish. Pour remaining sauce over the top and add remaining mozzarella.
Toss Panko, melted butter, Parmesan and garlic powder together and sprinkle heavily over the top.
Bake uncovered 20-25 minutes until bubbling. Broil 1-2 minutes until the top is deep golden brown.
Serve with extra Parmesan and fresh parsley!
