Stir cider and cinnamon together in a saucepan and bring to a boil over medium high heat; simmer until mixture is reduced to ¼ cup and slightly thickened, about 10 minutes.
Add cider reduction to dulce de leche in a medium bowl and stir until smooth.
Stir in half-and-half and vanilla until well combined.
Transfer mixture to a bottle or jar fitted with a lid and refrigerate until ready to serve.
