Combine all ingredients except the brandy and port in a large saucepan over medium-low heat, and bring up to just under a simmer. Keep at this heat for about 15 minutes, until the sugar has dissolved and the mixture smells fragrant. Remove from heat and let sit overnight at room temperature, covered, or for at least 12 hours.
Add the brandy and port, then strain into clean bottles. Enjoy warm or at room temperature.
