Combine 1 cup oats, the chopped dates, ½ cup cashews and ¼ cup hemp seeds in a food processor. Process until finely chopped, about 2 minutes. Scrape down the sides of the bowl.
Add ¼ cup lemon juice, 2 teaspoons lemon zest and 2 teaspoons vanilla. Pulse until the mixture is smooth and holds together, 2 to 3 pulses.
Roll the mixture into 24 balls (about 2 teaspoons each).
Combine ¼ cup coconut and the remaining 1 teaspoon lemon zest in a small bowl. Roll each ball in the coconut mixture until evenly coated.
