Cook pasta al dente, one to two minutes less than the package cook time. Save some pasta water in case the sauce gets too thick.
Add butter and all-purpose flour to a pan and stir until light brown color, about one to two minutes on low medium heat.
While whisking slowly, incorporate milk and continue whisking.
Add heavy whipping cream, Parmesan cheese, salt, and garlic powder.
Let the sauce cook and thicken.
Once the sauce is completely done and thickened to your liking, add in the chili oil or crisp.
Add the cooked pasta to the sauce.
Slowly mix sauce and pasta together.
Cook to bring it all together or just mix and serve.
Serve immediately garnished with parsley and chili oil.
