  1. Preheat oven to 350°F and line or grease a 9x9-inch baking pan.

  2. Mix wet ingredients by whisking together melted butter, granulated sugar, and brown sugar for 1–2 minutes until smooth.

  3. Add eggs and vanilla and mix until fully combined.

  4. Fold in dry ingredients (flour, cornstarch, baking powder, salt) until just combined. Do not overmix.

  5. Spread batter evenly into prepared pan.

  6. Bake for 25–30 minutes, until the top is lightly golden and a toothpick comes out clean.

  7. Cool completely for at least 1 hour.

  8. Add sugar to a saucepan over low heat, stirring constantly until fully melted and smooth.

  9. Remove from heat and add butter. Stir until combined (it will bubble).

  10. Add heavy cream and stir again until smooth.

  11. Mix in salt and let cool slightly.

  12. Beat cream cheese, butter, and vanilla until smooth.

  13. Add heavy cream, then gradually mix in powdered sugar until desired consistency.

  14. Remove cooled blondies from pan.

  15. Spread frosting evenly over top.

  16. Drizzle ⅛–¼ cup salted caramel over frosting.

  17. Swirl gently and top with flaky sea salt.

  18. Slice into 16 bars and enjoy.
