Preheat oven to 375°F and line a baking sheet with parchment.
In a bowl, mix shrimp, crab, cream cheese, mozzarella, garlic, parsley, lemon zest, salt, and pepper.
Flatten each biscuit dough piece and add a spoonful of filling to the center.
Pinch edges to seal, placing seam-side down on tray.
Brush with melted butter and garlic powder.
Bake 14–16 minutes until golden brown.
Cool for 5 minutes before serving. Optional: Brush again with butter and sprinkle with parmesan.
