Place all of the ingredients in a high-speed blender and blend until completely smooth, about a minute or two should do it. Taste and adjust the seasoning, including the water, as needed. If you do not have a blender, finely mince the ginger and garlic and combine with the remaining ingredients in a medium-sized bowl by stirring with a fork or whisk.
